Requisition Id 5654 The Project Management Office (PMO) at the Oak Ridge National Laboratory (ORNL) seeks a skilled Project Manager to support projects within the Neutron Sciences Directorate (NScD). The NScD hosts two of the world's most powerful sources for neutron research, the High Flux Isotope Reactor (HFIR) and the Spallation Neutron Source (SNS). Each source has a suite of instruments that are unique and designed for various types of experiments. Neutron scattering is used in many industries-automotive, aerospace, steel, defense, industrial materials, energy storage, data storage, biomedicine, and others-to address the 21st century's major scientific challenges. Discoveries fueled by neutron research at ORNL help scientists answer big science questions and spur countless innovations. There are several projects that are currently being planned and developed within the NScD. These projects include the construction of new research instruments, upgrades to existing equipment/facilities and the development of new research support future neutron science. The selected project manager will have the overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling and closure of various NScD projects. Job Duties and Responsibilities: * Responsible to the Project Management Office Group Lead for NScD* Support the NScD in providing direction and guidance in the planning and executing of the directorate projects. This will include establishing project management policies, procedures, standards, and training that conforms to DOE, ORNL and industry best practices.* Assist the project leads in the forming, motivating and management of diverse, integrated project teams to deliver assigned projects on budget, on schedule, and within scope.* Assist the Project Directors and team leads in defining a logical project scope, and responsible for management of the project WBS, schedule, cost estimate, actual costs, risk management, performance reporting (EVMS, milestone, etc.), reporting and baseline change control.* Support the Project Directors with communicating and reporting project status and performance information to all DOE stakeholders, ORNL staff members and collaborators. * Assist Project Director in directing the project in preparing and executing various internal and external performance reviews.* Responsible for creating/ approving and maintaining project management documents and procedures that direct and guide the successful planning, execution, monitoring and controlling, and closeout of the project. Qualifications Required: * BS/BA in Engineering, Project Management / Construction Management, Business, or related field.* At least 10 years of experience in successfully performing project management duties with technical engineering or scientific projects with a demonstrated track record of successful projects. * Strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff.* Well versed in construction, operations, R&D, and business systems to assure project scope is accomplished, schedules are met, and work is completed within budget.* Excellent written and interpersonal skills, with the ability to clearly articulate ideas and concepts. Qualifications Desired: * Project Management Professional (PMP) certification.* Master's degree in Engineering or Project / Construction Management.* 10 years of project experience working with DOE projects within the Office of Science.* Experience with preparing and participating in DOE Office of Science reviews.* Possess a thorough understanding of the applicable DOE Orders and best-practices governing DOE Office of Science projects.* Possess a solid understanding of best practices and ability to create project schedules, resource loading, incorporating monthly status and creating and maintaining the project baseline. * Experience managing/working with projects using the following software/systems: Oracle Primavera and Deltek Cobra (or other EVMS cost processors).
