Primary duties are in support of the Technical Surveillance and Countermeasures (TSCM) Program at the facility. The position requires the ability to interact and communicate effectively with facilities, maintenance, engineering, protective force, program management, and the integrated supply chain organizations. Conducts technical evaluations and risk assessments of technical business needs to ensure compliance with DOE, NNSA, National Security Agency, Department of Defense, other government agencies, and National Policies. Research, design, and implement complete and compliant Technical Security solutions and processes for secure facilities meeting the program requirements of the Department of Energy (DOE).

Duties and Responsibilities:

  • Operate and maintain In Place Monitoring System (IPMS)
  • Performs Technical Surveillance Counter Measures (TSCM) surveys
  • Performs Technical Surveillance Counter Measures (TSCM) equipment inspections
  • Perform in-conference monitoring
  • Advise and assist personnel on matters of technical security policy, procedures, and regulations
  • Complete written reports and security briefings
  • Research and evaluate facility construction, physical security measures, intrusion detection systems, and provide protective and preventive technical advice and assistance for the protection of classified information
  • Conduct analysis and recommend solutions to a variety of complex technical surveillance and counter-surveillance detection or other technical vulnerabilities
  • Provide advice and education to personnel on matters of technical security policy, procedures, and regulations
  • Stay current with technological advances and current thinking in their areas of responsibility and looks for ways to apply latest technologies for improvement to security programs
  • Interface with various contractor personnel to ensure security is maintained in compliance with DOE security requirements

You Must Have:

  • US citizenship needed to obtain and maintain required US Dept of Energy ""Q"" level security clearance
  • Seven (7) or more years of experience in Technical Security or comparable technical activities, including application of engineering principles and technology to complex technical assignments with Five (5) or more of those years of experience as a U.S. Government TSCM technician
  • Graduated from Federal TSCM Fundamentals Course (ITC) with 3 additional years of equivalent work experience and successful completion of continuing education to maintain certification

  • Bachelor's degree in Engineering or Physical Sciences with a minimum of 30 semester hours of electronic related courses, OR
  • Associate's degree in electronics field with 2 additional years of equivalent work experience, OR
  • Completion of an electronics program from an accredited vocational school with 2 additional years of equivalent work experience, OR
  • Completion of military technical electronics school with 2 additional years of equivalent work experience

We Value:

  • Advanced project management skills and ability to lead medium to large projects
  • Experience with alarm systems, access control, and CCTV system design and management
  • Advanced knowledge of electronic test and measurement equipment
  • Advanced knowledge of desktop computers, peripheral equipment, server administration, and networking administration skills
  • Experience in telecommunications both analog and digital
  • Experience in RF measurements and design
  • Advanced knowledge of, and experience based familiarity with, information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment
  • Advanced knowledge of the range of DOE Orders and Manuals that define security program requirements
  • Self-motivated individual with ability to work with minimal providing independent action and decision-making skills
  • Ability to perform or oversee research, selection, modification, design, maintenance, and/or the development of Technical Security equipment and systems
  • Ability to identify appropriate level of team interactions necessary to resolve an issue and actively participate in collaboration and/or meetings
  • Ability to manage multiple tasks/projects with competing deadlines and priorities
  • Excellent communication skills · written and verbal including ability to document information and data clearly and concisely to either technical or nontechnical audiences
  • Ability to meet all basic physical requirements of the TSCM certification with or without accommodation
  • Perform activities during sustained periods of intense concentration, working with electrical hazards, under adverse weather conditions, in confined and restricted spaces
  • Ability to climb and work at heights; lift and carry heavy loads; ability to distinguish colors and read codes on electronic components
  • Stoop, kneel, crouch, or crawl as required
