Under the general direction of the Information Technology Manager II of Application Infrastructure Services (AIS), the incumbent has full management responsibilities for the planning, organizing, and coordination of all activities of the Unix Services section. The incumbent will supervise directly a team of information technology specialists who provide advanced-level support for enterprise-wide IT solutions and services. The incumbent will provide leadership, supervision, guidance, mentoring, and support for all activities associated with customer relationship management, product and service management, IT consulting, and support of major computer systems and services that are critical to support the business functions of the California State Legislature and the Office of Legislative Counsel (OLC). The incumbent will consult with Legislative Data Center (LDC) executive management to ensure operations, project budgets, and plans are achieved and are consistent with the business objectives of the Legislature. The area of responsibility supervised by the incumbent is critical to the business success of the OLC and its customers, and the consequence of error is high. The incumbent will work outside of normal business hours and be reachable 24/7 via mobile phone as necessary to resolve problems, provide extended customer support coverage, and/or perform implementation of information technology products and services as required by the Legislative customers and business needs.
Responsibilities:
- Create a high-performance environment in the Unix Services section and within cross-functional service and project teams to ensure the highest quality IT solutions are delivered to meet the business objectives of the LDC's legislative customers
- Oversee coordination of priorities and assignments to ensure that project and operational schedule services/requests are completed within agreed-upon timeframes
- Develop process documentation, prepare customer notifications, and create and deliver effective presentations to LDC management, staff, customers, and vendors
- Prepare and review operational budget estimates, project proposals, and justification for staffing and other resources
- Keep current on the latest advancements of emerging technologies, along with product management practices, to ensure product and project development stays on schedule and appropriate action is taken when problems occur
- Maintain professional internal/external relationships that adhere to the organization's core values
- Perform vendor/contract management to ensure delivery of IT goods and services as established by contract terms and conditions
- Think tactically and strategically to provide information technology solutions and services that meet the customers' needs while aligning with the IT architecture of the LDC
- Provide general direction to subordinate supervisors and team leads for legislative projects and assignments to meet the requested business need
- Work with both technical and non-technical individuals in gathering information and communicating direction and status
- Work extended hours during critical customer business cycles, major problem incidents, and projects
- Work well under pressure, and adapt to changing priorities and unexpected challenges while managing critical deadlines and resource allocation, ensuring accurate and timely completion of requests
- Recruit and hire resources to provide IT solutions and services that anticipate the customers' business needs
- Maintain confidentiality as appropriate

Department Information The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento.
