• Plan, organize, supervise, and direct the work and day-to-day activities of professional auditing staff. Evaluate work performance, set work standards and goals, design training plans, resolve personnel-related matters, provide guidance and leadership, coaching and mentoring, and take corrective or disciplinary action when appropriate.
• Apply practices and principles of employee supervision; development and training; methods and techniques of effective leadership; consistently exercise a high degree of initiative, independence, accuracy, and originality.
• Resolve issues of concern and discuss audits with management and other officials interested in the audit program.
• Train and participate in the development of the audit staff to ensure consistency with processes and procedures.
• Perform quality control reviews of audit work papers and audit reports prepared by fellow auditors assigned to the engagement.
• Verify the accuracy of audit findings and recommendations with audit work papers.
• Travel throughout the State to conduct audits of the invoiced costs of the various County Agricultural Commissioners that contract with CDFA programs to perform services and ensure compliance with State and Federal requirements.
• Conduct and supervise audits of the District Agricultural Associations upon request of the Fairs and Expositions Branch (F&E).
• Serve as the Auditor in Charge to supervise staff in performing sensitive audits, reviews, and other services as requested by the CDFA executive office and/or programs.
• Prepare audit work papers and issue audit reports in accordance with AICPA and GAGAS standards.
• Schedule and assign audits to staff members, develop the scope of audit programs, and established time requirements to complete assignments.
• Discuss any technical accounting problems with the lead auditor and develop alternatives to resolve discrepancies.
• Reason logically and creatively to resolve complex programmatic and procedural problems; develop and evaluate alternatives; present ideas and information; consult with management on programmatic issues and establish and maintain program priorities.
• Work collaboratively with interdepartmental staff and control agencies and external entities on issues impacting the program audits. Inform the F&E of audit concerns as encountered.
• Research changes in State and federal policy and develops and updates the audit program for auditing the County Agricultural Commission on an annual basis.
• Utilize the audit programs as established by the Department of Finance and the Department of General Services for internal audits of the Department.
• Develop a plan to complete assignments, review work assignments and make recommendations to improve the quality of the audit process.
• Work closely with the Audit Chief and Special Assistant to recruit and hire auditors.
• Prepare an annual workplan and reports to the Audit Chief pertaining to the status of audits.
• Make suggestions on continuously improving the audit process with a focus on customer service.

Working Conditions The office is equipped with standard office tools: a desk, chair, phone with voice mail, computer with various software, and file cabinets. Fax and copier machines are available in the suite. The auditor will travel in various modes: airline and by vehicle to audit sites and overnight stay may be required.
This position requires up to 35% overnight travel throughout California. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information The Audit Office performs internal and external auditing for the California Department of Food and Agriculture (CDFA). This position is responsible for assisting the Audit Chief, Assistant Audit Chief or lead auditors in completing complex auditing and assurance engagements for the CDFA. The complex auditing and assurance engagements include audits of federally funded awards administered by various CDFA Divisions and Programs.
