Description:
QBE is seeking an Acquisition Support Specialist in support of the Army CIO ECMA (Enterprise Cloud Management Agency) program. The ECMA contract is designed to improve Army commands through a centralized office and improve the ability to facilitate cloud projects and oversee migration of the Army's enterprise infrastructure to the cloud network. The primary function of the ECMA is to serve as a cohesive, dedicated cloud migration resource for Army data and application owners. Once fully operational, the cloud office will deliver the Army's Enterprise Cloud and facilitate the operationalization of data - transforming the Army from an industrial age to an information age.
This position is mostly remote work, with occasional TDY to Ft. Belvoir, VA required.
Typically, the Acquisition Support Specialist will conduct these and other similar duties:- Manage and oversee acquisitions through all phases of the project life cycle, from initiation and planning through execution, monitoring & controlling, and closeout
- Ensure project cost, schedule, and performance measures are standardized, monitored, tracked and administered according to Federal Acquisition Regulations (FAR) and Department of Defense Acquisition Regulation Supplement (DFARS) and Army Federal Acquisition Regulation Supplement (AFARS)
- Ensure documents are in accordance with Federal law, departmental regulations, and procedures applicable to the acquisition process and to the administration of contracts
- Assist with the preparation, review, update and coordination of pre-award and post award acquisition documents and/or acquisition requirements packages
- Conduct Market Research and Complete Market Research Report. Assist Business Management Operations in creating, updating, and enhancing internal IPT acquisition documents
- Develop independent cost estimates
- Support, assist, implement and report on cost, schedule, and performance measures using the Program Execution Module (PEM) tool
- Assist with development of Performance Work Statements (PWS), Statements of Work (SOW) and/or Statements of Objective (SOO)
- Draft Quality Assurance Surveillance Plans (QASP) including Performance Requirements and Surveillance Activity Checklists (SAC)
- Draft Service Level Agreements (SLAs) and Contract Data Requirements List (CDRLs)
- Conduct business data analysis for the program to ensure compliance with regulations
- Identify trends, provide information to decision-makers, and assist with responding to the results of audits, inspections, management reviews, other evaluations
- Assist implementation of contract requirements of the SOW/PWS/SOO, Technical Specifications, CLINS and/or Work Breakdown Structure (WBS)
- Support detailed analysis and review of acquisition projects to ensure contract and financial fiscal compliance
- Assist the SAT Lead with performing audits and other acquisition-related tasking

Requirements:
Required capabilities and experience:- Ability to define a unique IDIQ acquisition strategy
- Ability to determine and recommend appropriate acquisitions to pursue
- Experience managing the full life cycle of major IT and Cloud acquisitions; driving the acquisition process
- Understanding of the benefits and concept of Cloud Ability
- Experience authoring acquisition documents from scratch (e.g., QASP, IGCE, CDRL, J&A, LSJ)
- Minimum 10 years of experience in acquisition program management or as contracting authority for DoD acquisition programs
- Possess Subject Matter Expertise (SME) drafting acquisition documents such as acquisition plans, acquisition strategies, source selection plans, justification and approvals, determination and findings, requirements documents (such as PWS/SOW/SOO) and technical evaluations
- Ability to work in a fast-paced environment
- Ability to positively and professionally interact with supervisors, managers, action officers, contractors, and customer agencies on projects related to Contractor Support Services (CSS) contracts
- Knowledge of federal law and associated regulations applicable to federal contract administration (e.g., FAR, DFAR, JTR, FTR)
- Experience using advanced functions of Microsoft Excel, including pivot tables, charts, and formulas
- Experience working as part of a team on a large project with responsibility for an assigned portion of that project
- Effective oral and written communication skills
- Ability to analyze program effectiveness and to recommend and implement process improvement techniques
Required Education/Certification/Clearance:- BS or BA degree in a Business, Management, or relevant technical discipline
- ACTIVE DoD Secret Clearance
- Clear background and reference checks
Physical Requirements: • Must be able to remain in a stationary position 50% of the time.
• Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
• Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
