Position Title: Property Management Analyst
About the Position Were seeking a Property Management Analyst to support large, complex heavy-civil infrastructure programs, including rail, transit, highways, bridges, and other major capital delivery efforts. This role supports property management and right-of-way functions by providing project coordination, data analysis, and reporting related to parcel tracking and delivery. The position works closely with internal project teams and external partners to ensure accurate data, timely reporting, and effective coordination across program activities.
This is a long-term, full-time, on-site or hybrid position located in Sacramento, CA.
Responsibilities may include, but are not limited to, the following:
- Assist with tracking and coordinating rightofway parcels for assigned rail construction work packages, helping identify and report on parcels that may affect project progress.
- Work with construction, design, and field teams to help identify parcels that could impact rail alignment work, utility relocations, structure construction, or project schedules.
- Maintain and update parcel designations, acquisition status, construction limits, utility areas, and easements in project tracking systems and databases.
- Support the preparation and distribution of parcel and rightofway status reports, including summaries focused on critical parcels and key delivery milestones.
- Review drawings, design files, maps, and other project documents to help verify parcel boundaries and understand how construction work may be affected.
- Provide data research, ad hoc reporting, and general analytical support to property management and rightofway team members.
- Review recurring parcel and rightofway reports, validating data accuracy and noting changes in parcel status or delivery progress.
- Collect updates and data from various project teams and help consolidate the information into coordinated reports or summaries.
- Assist with analyzing parcel and rightofway data and create tables, charts, and basic visualizations that show progress, trends, and potential risks.
- Help prepare status updates, reports, and presentation materials for project leadership and coordination meetings.
- Perform data quality checks to ensure parcel, rightofway, and constructionrelated information remains accurate and aligned across different systems.
- Support efforts to improve rightofway and property management systems, including data organization, reporting workflows, and integration between databases.

Minimum Qualifications - Bachelors degree in engineering, business, or related field, or equivalent combination of education and experience.
- 5+ years experience supporting property management, right-of-way, or similar functions for large, complex, heavy civil infrastructure programs, including data management, analysis, and reporting.
- Ability to gather, analyze, interpret, and present complex data clearly and effectively.
- Experience developing reports, charts, graphs, and presentation materials.
- Ability to verify and reconcile data across multiple platforms to ensure consistency and accuracy.
- Experience working with databases and tracking systems supporting parcel or property data.
- Experience with industry standard project and/or construction management software utilized in rail transit projects.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications - Master's degree in engineering or business.
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details Expected Salary: $70k-$110k/year ($33-$52/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
