Hybrid Telework Opportunity
The Research Data Analyst II (RDA II) analyzes and consults on healthcare workforce-related studies of basic to moderate scope and complexity. This involves using statistical methods, established guidelines, and technical scientific procedures. Under general supervision, and with work regularly reviewed to assure that it meets the assignment's objectives, the RDA II is a member of the Healthcare Analytics Branch (HAB) team and serves as a team member on public health and healthcare projects for the Workforce and Utilization Analysis Team (WUAT) within the Analytics and Data Section (ADS) and with members of the Department of Health Care Access and Information (HCAI) Office of Healthcare Workforce Development (OHWD). The RDA II will assist in analyses of healthcare access, utilization, quality, and equity as impacted by healthcare professional workforce shortages. The RDA II will also assist in analyses of the relationship between provider and patient characteristics, and social determinants of health and healthcare access, utilization, quality, and outcomes. The RDA II will provide consultation on workforce data collection, data standards, and data quality, with a primary role of validating data for quality. The RDA II will collaboratively work with HAB and OHWD team members to define and analyze appropriate provider and patient measures, as well as geographic and social determinants of health, and to develop data standards. These analyses are highly sensitive; thus, accuracy and unbiased reporting are critical. The RDA II will serve as a knowledge resource on databases, research methods, reports, analytic products, visualizations using Tableau, SAS, Python, R, and/or SQL programming.
The RDA II assists in adapting research methods to problems with limited scientific scope, investigating methods for resolving analytical problems, developing new reporting tools, assessing a variety of healthcare issues, and working as part of a research team. The RDA II assists in performing innovative integration of complex data sources.
In the HCAI work environment, staff may handle confidential patient data. Specific statutes, regulations, and HCAI policies and procedures govern the collection, storage, disclosure, and use of confidential data. Working Conditions HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.
Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- At least 1-3 years experience writing about health care data or policy (e.g., peer-reviewed or government publications, grant applications, technical documents)
- At least 1-2 years data analysis experience in any programming language
- At least 1-2 years experience analyzing ICD-10 coded data and/or healthcare claims data
- At least 1-2 years experience creating visualizations using Excel, Tableau, Power BI, R, ArcGIS, etc.
- At least 1 year experience programming in SAS
- At least 1 year experience merging/linking disparate data sources
- At least 1 year experience applying data de-identification policies or other practices to protect individual privacy in data analysis
- At least 1 experience delivering oral presentations
