Under the general direction of the Accounting Administrator II, the Accounting Administrator I (Supervisor) manages employees in the General Ledger (GL) and Fiscal Systems, Analysis, and Reporting units. The incumbent manages staff with a high degree of analytical ability to resolve complex accounting issues, perform research and recommend, develop and implement solutions. Responsibilities include preparing, reviewing and analyzing financial statements, reconciliations, and cash flow reports to ensure accuracy. In this role the incumbent must actively participate in system implementations, process improvements, and automation projects to increase efficiency; work collaboratively with FSB staff, administrative branches and CDFA divisions, managing change effectively while ensuring compliance with state and federal regulations.
Duties include but are not limited to:
•Work with staff that monitor and review monthly appropriations, revenue, bank, asset, bond, and cash reconciliations for accuracy of data and ensure appropriations are not overspent.
•Review and evaluate regular cash flow reports to support the Department's financial operations, including payroll; direct staff to identify trends and make comparisons to previous accounting periods.
•Oversee the development, implementation, and maintenance of CDFA's fiscal systems.
•Plan, direct, review, and evaluate the work of professional and semi professional staff.
•Lead regular staff meetings, and delegate work assignments to subordinate staff to ensure work and projects are completed. Monitor the work of subordinate staff to ensure that it meets quality, quantity, and deadlines.

Working Conditions The incumbent works in an office setting with workstations and private offices. The incumbent has a workstation with modular furniture, a phone, and a computer with various desktop programs. A printer is located outside the immediate workstation. The workstation is also equipped with an adjustable roller chair, file drawer cabinets that roll, stationary file drawers, and a desk top of standard height. The Financial Services office area is equipped with three photocopying machines and a fax machine. Files with shelves are located throughout the office. The maximum height of the files is approximately six feet.
Regular or recurring telework may occur as part of the incumbents ongoing regular schedule in accordance with CDFA's Telework Policy. Currently, this position operates under a hybrid telework plan of two days in the office and three days of telework. The initial training period of approximately 1-3 months for this position, will require the candidate to work 100% in the office.

Department Information The Financial Services Branch (FSB) is responsible for all facets of the California Department of Food and Agriculture's (CDFA) financial services branch management including accounts payable and receivable, travel, revolving fund, cashiers, financial reports, and fiscal systems analysis.
