WHEDA is seeking a Program Manager, Compliance a Training & Policy to join our Compliance Department.
This position is classified as a remote, home-based opportunity; however, it will require frequent statewide travel, with occasional overnights, and at least one visit to the WHEDA Madison office per month or as needed.SALARY: Hiring Range for this position is from $78,147-$97,179 Annually. Offered Salary will be based on qualifications and internal pay equity. POSITION OVERVIEW: The Compliance Training and Policy Program Manager is responsible for managing the training, policy, and procedure component of WHEDA's multifamily portfolio, ensuring strict adherence to compliance laws, regulations, codes, and standards, while considering the use of technology to increase the effectiveness and efficiency in delivery of this work.
ESSENTIAL DUTIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Manages training and certification programs for WHEDA's multifamily portfolio, providing technical assistance aimed at external customers; develops new course offerings and updates previous training, as needed.
- Monitors, reviews, and interprets legal, statutory, regulatory, code, and software changes; implements needed updates to policies or procedures and develops associated guidance; provides recommendations to manager regarding internal training needs.
- Performs annual and as-needed reviews of division forms, procedures, and policy documents, including those published on the WHEDA website or for external consumption by partners; provides timely updates and associated guidance and/or training recommendations.
- Uses research and analytical ability to execute monitoring and compliance strategy, including the oversight of documentation and reporting to meet federal and state requirements for multifamily programs administered by WHEDA.
- Educates partners to improve compliance and correct deficiencies; responds to requests for information and provides subject-matter-expert guidance to and collaboration with teammates, other departments, customers, the general public, and/or outside agencies.
- High involvement with selecting/implementing new and existing software; leads implementation or software updates related to legal, regulatory, or code changes; identifies creative process solutions within software suites to achieve efficiencies.
- Stays current with industry standards; participates in and attends training, conferences, and collaboration forums with national industry and state HFA partners; disseminates information, as applicable.
- Assists with high level program direction, including new initiatives, enhancements to program design and customer service, and adherence to strategic plans.
- Provides assistance to department manager and director; develops and interprets complex reports and analysis, including compliance analysis of portfolios and products. Develops communication and guidance for internal and external partners.
- Performs or assists with other duties as assigned.
QUALIFICATIONS: - Bachelor's degree in business, Finance, Real Estate, Accounting, Economics, or a closely related field AND 7 years of progressively responsible experience related to affordable housing compliance training and policy development OR equivalent combination of education and experience.
- Valid Driver's License Required
KNOWLEDGE AND SKILLS: - Advanced working knowledge of state and federal affordable housing programs and associated laws, regulations, codes, standards, and compliance requirements
- Excellent verbal and written communication skills, including preparation of business correspondence and public speaking.
- Comfort presenting to groups, including large groups (50+ people)
- Ability to work with software implementation/modification and identify creative process solutions.
- Aptitude to interpret complex documents and regulations. • Policy and procedure development practices
- Proficient in process improvement • Portfolio and asset management principles, practices, and procedures
- Attention to detail, and ability to troubleshoot for process improvement.
- Problem solving skills and ability to work under pressure.
- Successful prioritizing and management of work projects
- Strong adherence to confidentiality in working with clients and vendors.
