Job SummaryThis position will be responsible for multiple functions within the right-of-way field, including title research, land acquisitions, document preparation, negotiations and interface with the public, governmental entities and internal/external clients regarding land related topics. This position acts independently and in conjunction with company's Subject Matter Experts (SME's) and inside/outside Legal Counsel relating to the Company's natural gas businesses.
Essential FunctionsPerforms land title research utilizing both internal and external resources to determine ownership and other land rights. Collaborates with contract Title Examiners to determine fee and easement ownership.
Reviews and interprets all land related documents to make property right determinations, for negotiation purposes and for accuracy and completeness.
Drafts various legal documents related to fee and easement acquisitions by composing and constructing phrases or clauses in a clear, concise and professional manner which define the rights, interest and obligations of the parties involved.
Acquires rights by negotiating both non-monetary and monetary terms and conditions of easements, deeds, permits, access agreements and licenses by contacting landowners, developers, builders and governmental entities such as Railroads, County offices, Aviation offices, City offices, Corps of Engineers, Fish and Wildlife, Federal Aviation Authority, etc. to accommodate the installation, operation and maintenance of company facilities.
Consults with Service Area Managers, Service Consultants, Developers, Environmentalist, Surveyors, Engineers, Attorneys, Governmental Agencies and landowners in order to resolve land and easement related issues.
Performs commercial and residential plat reviews and approvals.
Protects all property and rights thereto of the Company.
Coordinates and manages the sells, releases, licenses and exchanges of Company's real property to others.
Observes Company facilities and promptly reports and records any defects or irregularities with Company equipment or lines in accordance with established Company procedures.
Advocates safety in all aspects and protects the public concerning the dangers involved with activities located in the vicinity of gas and electric Company equipment or lines.
Analyzes and determines damages done to property and negotiate damage payments with property owners
Education DescriptionRequires a Bachelor's degree in Business Administration or a technical discipline related to land surveying, civil engineering, right of way or a related field, from an accredited college or university.
In lieu of a degree, will consider a combination of education and land related experience, such as acquiring right of way and/or encroachments, totaling four (4) years, where each year of applicable college equals one (1) year and each year of applicable work experience equals one-half (½) year. Experience in lieu of education is in addition to the Experience requirements.
ExperienceRequires a minimum of three (3) years of experience in land related activities with an understanding of land transactions, encroachments, legal documents, metes & bounds descriptions, Public Land Survey System, land grants, surveying, and/or GIS.
Additional Knowledge, Skills, Licenses/Certifications, Abilities & Personal Characteristics:
Real Estate License and/or International Right of Way Association RWP certification is a plus.
Must have sound working knowledge of Personal Computing devices and Microsoft Office software applications, coupled with sound working knowledge of maintaining, updating and archiving records and data in SAP/Oracle, FileNet/OnBase, ArcMap GIS and various database and spreadsheet formats.
Must have sufficient job knowledge of gas and electric facility requirements and possess decision making skills to interpret the needs of the Engineer, SME and/or Customer.
Must have knowledge of legislative requirements regarding regulatory compliance with real property issues.
Physical Requirements- Able to demonstrate and apply the manual dexterity to operate a personal computer and common office equipment.
- Able to operate a motor vehicle and drive a motor vehicle daily or for extended time periods, in a safe manner, and enter/exit vehicle unassisted.
- Able to exert up to 10 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
Working Conditions- Required to participate in CenterPoint Energy's Emergency Operation Plan (EOP).
- Able to work indoors in an office environment and outdoors with occasional exposure to all weather conditions, equipment, and noise when at field installation sites.
- Field environment may also involve being around livestock and/or captive animals.
- Able to work with routine exposure to all weather conditions.

Compensation: $72,447.20 to $108,670.80 Annually
CenterPoint Energy is required by Minnesota law to provide a good faith estimate of the minimum and maximum starting compensation range at the time of posting for the opportunity. This annual compensation range is specific to Minnesota and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.
