Summary
The Senior Program Manager will lead the planning, coordination, and execution of complex programs in support of Marine Corps Installations Command (MCICOM), including Military Construction (MILCON) and Installation Communication Grid (ICG) initiatives. This role requires a highly experienced professional capable of managing end-to-end MILCON programs, including planning, requirements development, design coordination, execution oversight, and delivery of infrastructure and telecommunications capabilities.
Responsibilities
• Manage MILCON programs and projects from initiation through planning, execution, and closeout, ensuring alignment with mission requirements and Marine Corps standards.
• Lead program planning and execution activities across multiple MILCON initiatives supporting MCICOM.
• Oversee scheduling and milestone management, including development and maintenance of Integrated Master Schedules (IMS).
• Provide schedule oversight and ensure alignment of project milestones, deliverables, and critical path activities.
• Support project planning and coordination activities across engineering, logistics, financial, and operational teams.
• Manage cross-program resource allocation to optimize personnel, funding, and materials.
• Identify program and project risks and support development of mitigation strategies and risk management plans.
• Oversee program and project performance tracking, including metrics development, analysis, and reporting.
• Coordinate with engineering teams and SMEs to ensure technical alignment and successful delivery of systems.
• Lead stakeholder engagement efforts, including coordination with Marine Corps leadership, installation personnel, and external partners.
• Support change management activities, including evaluation and implementation of changes impacting program execution.
• Develop and support program roadmap strategy, including long-range planning and capability development for infrastructure and telecommunications systems.
• Provide milestone and deliverable forecasting to support leadership decision-making.
• Conduct or support risk assessments and ensure integration into program and project planning.
Qualifications
• Bachelor's degree in Engineering, Business Administration, Program Management, or a related field.
• Minimum of 15 years of experience in program or project management supporting federal or defense programs, OR 10 years of experience with a Project Management Professional (PMP) certification.
• Extensive experience in scheduling, milestone management, and Integrated Master Schedule (IMS) oversight.
• Strong background in risk management, resource allocation, and program performance tracking.
• Experience coordinating across engineering, logistics, financial, and operational teams.
• Experience supporting stakeholder engagement at senior leadership levels.
• Active DoD Secret clearance required.
