Human Services Director
This position is responsible for the administration and effective delivery of RSIC Human Services programs; this person is responsible for the accomplishment of the objectives of the program as proposed and funded by the PL 93-638 contracts and any other approved grants which require coordination of all appropriate resources and programs from among tribal, federal, state and county agencies. The Director is responsible for the budget and overseeing all staff and client activities. This position also is responsible for Social Work duties of RSIC Human Services.
Duties:
- Supervises all Human Services staff including screening, hiring, and evaluate performance of employees.
- Plans, organizes, and directs the daily activities of RSIC Human Services.
- Oversees Foster Care Licensing, Child Welfare, child protection, elder protection, ICWA, General Assistance, burial, emergency assistance, homemaker, assisted living, and other programs as assigned; including reviewing, evaluating and improving the performance of programs supervised.
- Interpret and apply Tribal and Federal laws and regulations and other program and grant guidelines and requirements pertaining to all programs and insure that program requirements are met.
- Responsible for following, updating, or developing departmental procedures and objectives; evaluating programs and making any modifications or recommendations necessary to ensure effective program operations.
- Coordinates appropriate resources and programs supervised as a liaison with Tribal, Federal, State and County agencies to ensure quality and appropriate delivery of services by the Human Services.
- Authorizes necessary purchasing and expenditures for the programs supervised, monitors programs' budgets and assures that all reports are submitted within expected time frames.
- Provides case management, including assessments, development of case plans, provides direct and indirect client services to assist individuals in reaching the goals of their case plan.
- Investigate reports of elder and child abuse and neglect.
- Ensures ICWA requests are responded to timely, cases are monitored and ICWA standards are followed.
- Prepares written reports for the court and provides testimony as needed.
- Works with children and families to meet the child's need for safety and permanency.
- Supervise visits with clients and conduct home visits as needed.
- Chairs and participates in the Child Protection Team (CPT) and participates in other multidisciplinary meetings to meet the needs of the clients.
- This position is on-call for emergency response.
- Submits, monthly, quarterly and annual reports to the BIA, Tribe and the State and any other required reports in a timely manner.
- Other duties as assigned.
Minimum Qualifications:
A Master's Degree from an accredited university in social work, sociology, psychology, behavioral science, criminal justice or a closely related field and one year experience in the field protective services; or Bachelor Degree in one of the above fields plus three years' experience in the field; or An Associate's Degree in one of the above fields plus a minimum of five years' experience in the field with at least one year of previous management experience.
Special Skills and Qualifications:
The incumbent shall be cognizant of the economic, social, and educational problems of Native Americans and their communities; display an ability to work effectively with individuals of varied economic, educational, and cultural backgrounds and demonstrated skills in program development and management. Individual should also be knowledgeable about various computer programs, knowledge of social work principles, methodology, community resources, and effective working relationship with the public, staff and clientele.
Successfully pass pre-employment and drug tests. Possess a valid Nevada drivers' license, have no DUI convictions for the past five years and be insurable under the Tribes vehicle insurance policy. Pass a background check with State of Nevada, FBI, tribal, and local Law Enforcement clearance following RSIC Background Investigation Policies and Procedures.
