We are looking for an experienced, hands-on HR Operations Manager to help scale and manage our internal HR, contractor operations, payroll, compliance, and immigration processes in our Bay Area HQ
Responsibilities
HR Operations & Employee Lifecycle
- Manage end-to-end employee and contractor onboarding/offboarding processes
- Maintain HR records, employment documentation, and internal HR systems
- Support employee relations and day-to-day HR operations
- Develop and improve HR SOPs, policies, and operational workflows
Payroll & Workforce Operations
- Coordinate payroll processes for both internal employees and external contractors
- Ensure accurate timesheet, invoicing, PTO, and compensation administration
- Partner with finance and external payroll vendors as needed
- Support multi-state employment administration and compliance
Compliance & Employment Regulations
- Ensure compliance with U.S. federal and state labor laws
- Manage I-9, E-Verify, onboarding compliance, and employment documentation
- Support contractor compliance and workforce classification processes
- Maintain HR compliance across staffing and client-facing workforce operations
Immigration & Visa Coordination
- Coordinate immigration processes including:OPT/STEM OPT, H-1B, H-1B transfer, PERM/Green Card support
- Work closely with immigration attorneys and employees on case tracking and documentation
HR Systems & Process Improvement
- Manage HRIS/payroll systems and improve operational efficiency
- Help build scalable HR operational infrastructure as the company grows
- Identify automation opportunities and process improvements
Qualifications
Must-Have
- 5+ years of HR Operations / People Operations experience
- Experience supporting contractor workforce, staffing, consulting, or outsourcing environments
- Strong understanding of U.S. employment laws and HR compliance
- Experience handling payroll operations and HR systems
- Familiarity with immigration processes including OPT and H-1B
- Strong organizational and project management skills
- High attention to detail and strong sense of ownership
Preferred
- Bilingual in English and Mandarin Chinese is a plus
- Experience in staffing agencies, consulting firms, EOR/payroll companies, or fast-growing startups
- Experience managing multi-state workforce compliance
- Familiarity with systems such as Rippling, ADP, Gusto, Deel, BambooHR, or similar
- Experience supporting international employees
