Under general direction of the Public Health Applications and Technology Section Chief, the Information Technology Specialist (ITS) II, serving as the Senior Project & Contract Manager, leads complex, multi-stakeholder information technology (IT) initiatives across the full Systems Development Life Cycle (SDLC) and manages the end-to-end procurement and vendor lifecycle for Maintenance & Operations and related technology engagements. The ITS II ensures delivery excellence through strong communication, facilitation, and governance-presenting to executive bodies, reading the audience, listening to stakeholders, and translating technical information into clear, actionable reports and documentation.
Key responsibilities include:
- Project Leadership (SDLC): Plan, execute, monitor/control, and close complex IT projects using PMI/CDT/CDPH standards and Agile/Waterfall/hybrid methods; maintain risks, issues, actions, and decisions (RAID) logs, status, and dashboards; drive issue resolution and decision-making.
- Governance & Stakeholder Engagement: Facilitate and present in Architecture Review Board, Steering Committee, and project governance forums; prepare executive-level briefings, status reports, and technical deliverables; ensure alignment to enterprise architecture, security, and modernization strategies.
- Contract & Vendor Management: Lead development and management of Statements of Work (SOWs), Work Order Authorizations (WOAs), activity reports, scoring criteria, deliverable tracking, and acceptance; oversee vendor performance, service level agreements (SLA) compliance, and processing in coordination with programs and fiscal/Accounting.
- Procurement & Compliance: Coordinate IT procurements from initiation through closeout; ensure adherence to Department of General Services/California Department of Technology/State Contracting Manual/CDPH standards; track software/hardware renewals and resolve contract issues.
- Communication & Documentation: Produce high-quality technical documents, user guides, and executive summaries; tailor presentations and written materials to technical and non-technical audiences.
- Collaboration & Mentorship: Partner with enterprise architects, security, integration teams, and program leaders; mentor junior project managers/staff on project/contract management practices.
The ITS II performs duties within the Information Technology Project Management and Business Technology Management domains.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions Telework Information :
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
