Under the general direction of the Deputy Executive Officer, the incumbent serves as a non-supervisory Program Manager for the Flood Planning and Programs Branch to serve as a Board program manager for the Sacramento River, Yolo Bypass System Comprehensive Study, authorized under Section 209 of the Water Resources Development Act (WRDA) of 2020. The position provides policy leadership and coordination for multi-benefit flood risk management, ecosystem restoration, climate resilience, and long-term system governance in partnership with federal, state, tribal, and local agencies. Key responsibilities include representing the Board in intergovernmental planning efforts, aligning federal studies with State policies and plans, guiding technical work to inform policy decisions, and supporting development of long-term implementation strategies. The position manages study-related planning activities, budgets, contracts, and schedules; prepares policy recommendations and Board actions; and leads stakeholder engagement and communication. The role also supports development of policy and regulatory frameworks to advance multi-benefit flood projects and equitable, climate-resilient outcomes in the Yolo Bypass region.
This is a Limited Term position that may be extended up to an additional 12 months (24 months maximum).

Special Requirements A valid California Class C driver license is required for field work, site visits and board meetings. Must have the ability to ascend and descend embankments with a 2 to 1 slope, and be able to work in adverse conditions that may include cold, wet, windy, and muddy conditions.
