Job Summary
The Engineering Buyer is responsible for the planning, organizing and procurement of materials and services with every aspect of supply chain management in a manufacturing environment. Responsible for sourcing equipment, goods and services and managing vendors. The successful candidate will be able to perform strategic procurement activities across multiple categories of spend, search for better deals, and find more profitable suppliers.
Primary Duties
• Researches and sends request for quotes to suppliers who can meet engineering, design, quantity, cost, quality, and production requirements.
• Reviews purchase requisitions to determine their appropriateness regarding organization requirements, as well as proper authorization and conformance with established laws, policies, and procedures.
• Cancels, reschedules, or otherwise modifies purchase orders in response to changing requirements, as necessary.
• Administers purchase orders/contracts and changes to purchase orders/contracts to ensure compliance with quality, delivery, and cost requirements.
• Verifies quantity, quality and cost of materials received from supplier.
• Works with accounting and warehouse departments, when applicable, to authorize payment of invoices. Coordinates return of goods between supplier and company. Prepares and issues purchase orders/contracts and obtains legal review and approval of contract when required.
• Administers contracts/purchase orders from award to completion.
• Expedites deliveries and conducts follow-up procedures when necessary.
• Verifies that purchasing practices comply with established laws, policies, and ethical principles. Supports and develops suppliers by creating supplier performance objectives, monitoring performance in collaboration with QA, and providing feedback to supply base.
• Evaluates and selects suppliers based on price, quality, and past performance.
• Reviews purchase requisitions against the requisitioned or organization's budget
• May travel to supplier plant sites as needed to perform qualification surveys, participate in problem solving, and communicate supplier development needs.
• Monitors supplier performance regarding cost, timely delivery, and quality.
• Identifies and analyzes gaps between current processes and the desired state. Make recommendations to improve productivity, cost effectiveness, and timeliness.
Key Qualifications
• Bachelor's Degree in related field is preferred. May be offset by tenure, term, working knowledge, etc.
• Experienced in procurement of metal fabrications; candidate understands basic principles of machine work and can interpret mechanical drawings and interface with suppliers to understand capabilities to determine best fit for products and services to be performed in order to gain optimal pricing.
• Experienced in procurement of PCB fabrications, electronic components, and firsthand experience with procurement of electronic assemblies. Knowledgeable in aspects of contract manufacturing as it relates to supplier interactions during procurement and production phases, basic understanding of printed circuit board fabrication and electronic assembly. Can interpret PCB fabrication drawings and assembly drawings as it relates to procurement activities and supplier management.
