General Summary:
The Procurement Manager is responsible for managing a full-cycle, technology-enabled strategic procurement process across for-sale products and services. The Procurement Manager will partner with key internal stakeholders (i.e. private brand business / spend owners, category managers, buyers, etc.) to execute the key stages of the procurement process — from the development of the sourcing strategy and approach, to overseeing should-cost model development, execution of end-to-end eRFX (RFI, RFP, RFQ, etc.) process including any auction events and post-auction follow up including (but not limited to) fact-based vendor contract negotiations, audits, cost recovery initiatives, and supplier management with two-way performance scorecards.
Duties & Responsibilities:
Leadership (25%)
- Provide coaching and guidance to analysts as required
- Manage content for Resale sourcing kickoff meetings with the buying group and other key stakeholders such as DGGS, Global Compliance, SLM team, and Supply Chain
Program Management (50%)
- Develop Resale sourcing strategies for incorporating procurement tools into private brand sourcing lifecycles (i.e., eRFI/P/Q and live auctions)
- Oversee development and maintenance of processes and infrastructure necessary to support a best-in-breed procurement including:
- Track key commodity indices and supply markets to develop procurement strategies and benchmark current costs
- Develop category specific RFP library management processes, RFP templates
- Maintain should-cost product library and competitive benchmarking / spec library across categories
- Develop fact-based negotiation strategy criteria, templates, and setups
- Develop methodologies to assemble and leverage eRFP and negotiation data collected throughout the procurement program back into the development of category management and sourcing strategies for next generation cost reduction
- Craft scenarios to drive procurement award recommendations maximizing savings while balancing cost savings with product quality, business continuity need, and sourcing risk
- Develop metrics and collect data to summarize procurement results and accomplishments over time for continuous improvement
- Provide fact-based, detailed, and constructive feedback to suppliers where appropriate to sustain and improve performance to scale with corporate growth strategies
Project Execution (25%)
- Lead stakeholder team through the development and execution of optimal procurement strategy, including specification and scope of work development
- Oversee development of should-cost models, assumptions, and competitive benchmarking via "design-to-value" (DTV) exercises
- Oversee peer review and benchmarking by procurement team that addresses supply market dynamics and category criteria to ensure consistency with requirements for sourcing success
- Design and build of the optimal bid structure for both eRFx and Auctions
- Validate final bids and generate and distribute eRFI/P and auction reports; including award scenarios factoring in net cost savings, supply risk, and category / vendor strategy
- Facilitate the incorporation of negotiated terms and conditions in contracts with category owners and Law Dept
- Execute on time with managed internal and external stakeholder expectations
Knowledge, Skills, & Abilities:
- Demonstrated project management skills (specifically in managing multiple projects)
- Excellent communication skills and group facilitation skills
- Experience in developing and delivering presentations to senior executives
- Proficient understanding of Internet technology
- Strong interpersonal and consultant-type skills in managing various internal stakeholders, cultural dynamics and effectively interfacing with multiple levels within the organization (i.e. executive officers, buyers, directors)
- Ability to function as both a team leader and team member as appropriate
- Must have ability to work in fast-paced environment and be highly adaptable to change
- Ability to think "outside the box" and be an entrepreneurial self-starter
Work Experience &/or Education:
- Bachelor's degree required with at least 5 years of experience
- 2-3 years experience either as a buyer or manager in strategic procurement and contract negotiations, with a customer-oriented style preferred
- Clear understanding of the end-to-end procurement lifecycle and value chain; including product development and spec, formulation, packaging, etc.
- Familiarity with e-RFX tools and systems (e.g., Coupa, Ariba, Jaggaer and cost-analysis (e.g., should-cost)
- Experience in procurement strategies including developing pricing models and market baskets
- Prior experience in retail and / or cost engineering a plus
